The prospective epoch holds 121 identities: 1 with a governed closing packet (complete evidence accounting, final incomplete, not admitted), 2 closed by a governed batch closure (a full-evidence reservation decided under the admission contract: 2 final KILL; none admitted), 118 closed by a development closure (the decision each study already made, imported and recorded: 118 final KILL; none admitted) and 0 reserved and measured without a closing packet. They are shown separately rather than added to the legacy completion rate.

What the number means

Three rules stop the denominator from shrinking.

Count the first immutable identity

Selection N uses one first record per economic or parameter identity. Better or worse remeasurement windows stay public without becoming extra identities.

Keep the evidence debt

An incomplete historical packet remains in N. Missing preregistration, environment or decision evidence cannot be repaired by deleting the attempt.

03

Separate accounting from admission

Packet completeness describes evidence coverage. Admission requires the full current contract. No prospective identity is admitted.
